The current edition of Proceedings (Fall 2011 Search and Rescue) is available online at http://www.uscg.mil/proceedings/. This edition highlights search and rescue agencies, partners, and the Good Samaritans who work alongside Coast Guard responders to improve response time to distressed boaters/sailors all around the world.

Marine Inspector Competency and Consistency: Steam Certification Board Guide

The Vintage Vessel National Center of Expertise (NCOE) and the Office of Traveling Inspectors released the Certification Board Guide for the Steam Portion of the Machinery Inspector-Steam.  The purpose of this guide is to provide references, methods to develop questions, and memory keys for the members of Machinery Inspector-Steam Certification Boards.  The guide is not an all-inclusive list, but simply a suggested line of questioning. 

This is the first training product of its kind.  There are plans to produce similar Certification Board Guides by this and other NCOEs for additional types of certifications.

Note: The technical content of the guide was created through the collaboration of the CGHQ Traveling Inspection Staff and the Vintage Vessel National Center of Expertise (VVNCOE) in Duluth, MN, including Mr. Eugene Walroos, Chief Engineer, Ret.; Mr. Stephen Petersen, CWO4 Naval Engineer, Ret.; and CWO4 Andrew Adolphson. Final review and consultation was provided by the National Centers of Expertise Training Support Staff, Yorktown, VA.

Proceedings Summer 2011 Issue Available Online

The current edition of Proceedings (Summer 2011 – The Marine Transportation System: Value to the nation) is available online at http://www.uscg.mil/proceedings/.

This issue highlights how the Committee on the Marine Transportation System productively rallies interagency policy and activities to support the U.S. marine transportation system.

Additionally, it gives appropriate credit to the committee’s efforts with thousands of key individuals in the maritime industry, and raises awareness of how the marine transportation system directly impacts the nation.

This Fishing Vessel Safety issue contains a wealth of articles addressing U.S. Coast Guard efforts to prevent fishing vessel casualties at a very exciting and busy time in the prevention community, considering the recent passage of the Coast Guard Authorization Act of 2010.

The articles share lessons of the past as well as efforts to capitalize on research, to team with fishing industry stakeholders to provide realistic solutions, and to ensure that our personnel have the knowledge and ability to carry out our policies.

As you read the issue, we hope you will consider your role in fishing vessel safety and what you can do to make this program as successful as possible.

The National MDA Coordination Office (Formerly OGMSA) is pleased to announce the third annual Global Maritime Information Sharing Symposium (GMISS), to be held at the Baltimore Hilton on September 14-16th, 2010.

With this year's theme, "Charting the Course for MDA," NMCO is expecting over 250 participants from the maritime community of interest to participate in helping the U.S. federal government hone their message to ensure safety, security, commerce, and environmental protection in the maritime domain.

The overwhelmingly positive response received from last year's GMISS offers the opportunity to align all interested parties on improving MDA.

An Advance Look at the 2010 Update to the Marine Safety Performance Plan

Here's a preliminary link to the 2010 Update to the Marine Safety Performance Plan.* 

The 2010 Update is our annual review of the original  Marine Safety Performance Plan (Dec 2008). While this update highlights the significant progress we've made over the past year, there is still much more work to be done. 

We've made the initial commitment and investment to rebuilding an infrastructure that will ensure greater competency and consistency from Coat Guard Marine Safety professionals.  In essence, we have laid a strong foundation upon which to build.

There are still many challenges before us, but there is also evidence that some of the initiatives are already working.  Two of our National Centers of Expertise [Investigations (New Orleans, LA) and Outer Continental Shelf (Morgan City, LA)] are supporting the joint Marine Board of Investigation of the Deepwater Horizon.  We have significantly increased the throughput of students through the Marine Safety School in Yorktown, Virginia.  The National Maritime Center's net processing time for issuing Merchant Mariner Credentials is less than thirty days.   More is detailed in the 2010 update. 

It is important to note that the Coast Guard cannot acheive its goals alone.  We must acknowledge the terrific support we've received from senior officials in the Dept of Homeland Security, the Administration, and our Congressional Leadership, as well as from our industry parters. 

To make sure we continue be on the right track, we encourage you to read this progress report carefully, and to send us your thoughts on the Marine Safety Performance Plan and the 2010 update.
